BUSINESS: REVOLUTION MOTORS - Jules Rogoff owner - Norm Molera vice president (per EVnoble.com website 2010)
LOCATION: SAN LUIS OBISPO CALIFORNIA - LOCATION HIGUERA ST - CONDUCTING INTERSTATE TRANSACTIONS
ALEGED CRIMES: During a period of over 3 years jules rogoff and norm molera collected over $48,000 in deposits from honest customers with the promise of building EV's. Repeatedly, after paying customers were lied to, then phone calls and emails were ignored. Unknowingly, in some instances several customers paid deposits FOR THE SAME CAR. ElectricCars.com made agreements in person with the owners jules rogoff and norm molera and became suspicious when months past with no deliveries made. The situation escalated in 2009 when molera began to ignore phone calls and emails from ElectricCars.com. ElectricCars.com started a DMV crime investigation in SLO County in 2010 resulting in finding other customers who experienced the same situation. It appears the motive of crime here for molera and rogoff was to 1. Sell the cars features and their services to do the final assemblies. 2. Accept deposits. 3. Ignore customer for MONTHS, and OVER A YEAR IN SEVERAL CASES. 4. Then, unbelievably rogoff and molera would justify not delivering cars "because the customers became impatient".
CASE SUMMARY: To summarize the actions of these suspects they would create advertising on ebay and the web showing a nice mid sized steel electric car similar to a Smart car and claim to install advanced battery systems giving the car over 100 miles per charge. At the time the price was approx. $17,000 retail, approx. $10,000 less than similar electric cars. During many phone conversations, emails and meetings with customers Revolution motors owner jules rogoff and vice-president/partner norm molera provided proof of their abilities, made promises to deliver cars within just months and collected $6,000 to $9.000 deposits. Delivery of the cars was promised to by "in a couple months". But, as deadlines passed customers would encounter seeminly untrue excuses for delays. As months past excuses mounted, conflicted and became more and more suspicious. Eventually, customers emails and phone calls were completely ignored.
On two occasions the owner of ElectricCars.com met in person with owner jules rogoff and molera. Agreements were made. These agreements were broken by Revolutions failure to deliver cars. Upon the advice of DMV crime investigations and the Southern California FBI ElectricCars.com then became the representative for customers to 1. Expose their crimes. 2. Collect evidence for prosecution. 3. Unite customers to bring rogoff and molera to justice with criminal and civil cases pending. Given the poor economy, Revolutions inevitible demise and DMV's over burdoned work levels it became apparent even if the customers obtained judgements (which some did) rogoff and molera would not be able to repay monies. In 2011 rogoff was forclosed upon and lost his auto center. molera fled, basically evading civil prosecution by not furnishing legitimate contact information. Last heard, molera is washing cars in the Fresno area (unconfirmed).
CASE DETAILS:
In every instance almost immediately after receiving deposits from honest customer responses to emails and phone calls would end. This went on for months and even over a year in some cases. As expected, after prolonged absence of response the customer would finally state they did not want the car rogoff and molera would somehow justify KEEPING THE DEPOSITS with the claim "the customer cancelled a custom order".
It was only when ElectricCars.com united the customers and threatened civil actions that rogoff and molera did finally deliver 2 cars. Both were very poorly designed and opertated no where close to the specs promised. It is ElectricCars.com determination that rogoff and molera were operating a "ponsy" scheme and realized the cars they were selling were not real.
Over the 3 plus years investigating this case ElectricCars.com worked with these Customers, Police, DMV crime dept and district attorneys. In every case judgements were made that the suspects had indeed conned people out of money, did not deliver cars, and the few cars were deemed ALMOST WORTHLESS.
During the investigation by ElectricCars.com, and as subsequent and previous customers stepped forward DMV was made aware rogoff and molera accepted deposits from multiple customers for the same vehicle. It was evident one car in particular, a yellow Noble electric car was sold as many as THREE TIMES. This constitutes a felony in the State of California. ElectricCars.com was disappointed rogoff and molera were not arrested for this crime alone.
During the investigation jules rogoff proved to be a cunning adversary. At first he was responsive to phone calls and emails and tried to motivate his partner norm molera to complete the cars as promised. However, rogoffs position when confronted with legal actions changed to conveniently saying "he retired and knew nothing". It was proven and witnessed by customers in person, DMV in person and ElectricCars.com in person that rogoff was indeed present on the premises almost daily, was present during most transactions and was making this claim merely as an escape in an effort shield himself from liability, and to pin the problems on molera. By doing so rogoff cunningly escaped having his Calif State inurance bond being attached to compensate victims. In general bond companies of course side with their clients to not pay.
Later in this period of time norm molera claimed to be taking over the business from rogoff and convinced customers to pay him directly. Once the investigation was started by ElectricCars.com molera chose to simply ignore people. Over a period of almost a year molera would not answer emails and phone calls. He made no explanations of his actions although he did acknowledge monies were paid to him. At first when confronted by DMV investigator Joe Ramirez molera denied payments ANY payments were made by ElectricCars.com customers (Payments were then proven with bank records) Once molera was pressed to prove his actions with officials molera then denied agreements were made (proven false with emails from himself and rogoff as far back as late 2008) molera denied agreeing to follow terms stated by ElectricCars.com during negotiations. molera also denied having knowledge or following ledgers within the ElectricCars.com dealer management system (Disproved by more than 100 logins registered by both molera and rogoff within the ElectricCars.com IP tracking system). It then came down to the word of the customers and the owner of Electric cars, all with perfect long standing business records and molera a proven thief.
In 2010 molera vacated the Revolution motors location and disappeared and failed to provide DMV with his location. Multiple attempts to serve civil papers were returned. ElectricCars.com received several contacts from people around molera and rogoff (who were not fond of the two) who were suggesting molera and rogoff were simply "hiding out", at one point it was suggested they moved their offices to other locations just feet away from their registered business address. This act also shows the dishonest nature of these partners in crime and also consitutes a felony under California auto dealership laws.
After exposing these crimes ElectricCars.com determined many of the victims were owed refunds but would probably not receive them. As of late 2011 both rogoff and molera were reported to be bankrupt and in extremely poor financial standing. ElectricCars.com while pursuing civil actions found several other victims involved with rogoff and molera who lost money concerning other businesses. ElectricCars.com made all information available to crime investigators in hopes to end rogoff and molera's future cons.
Because of ElectricCars.com some previous victims were partially refunded. A few cars were delivered under legal pressure and confiscated seizure was made by California Highway Patrol for one vehicle revolution motors had actually received FULL PAYMENT for where the customer was ignored for almost a year.
ElectricCars.com was also notified by new customers who were very thankful they found the information on internet posted before paying deposits to jules rogoff and norm molera.
But, this case is not over. ElectricCars.com owner has promised his clients this act of grand theft executed by jules rogoff and norm molera will never be forgotten. This posting is seen by thousands of people every month and will continue to be a priortity until all monies including restitutions are paid by rogoff and molera. Including financial damages to all customers and ElectricCars.com.
NOTE: ElectricCars.com was in the process of obtaining orders for hundreds of these cars from several companies worldwide. It is a shame these two individuals decided to steal from the first customers. They truly could have become a large, legitimate corporation. As history will show the Noble Electric Car evolved into several top selling mid sized models. This line of vehicles was acquired by Mercedes Benz in 2012 and eventually manufactured in the tens of thousands. molera and rogoff no doubt would have been executives in charge for the line, or retired in good standing... instead, they will live with being branded the two biggest rip offs in the electric car industry.

(After legal threats of civil actions) Initially the customer was told by rogoff and molera the car was very near completion and they were just wating for some minor final parts. After approximately 6 months of seemingly untrue excuses the customer agreed to receive the car "as is" and was promised the additional parts would be sent later. The car was then delivered basically falling apart nowhere near as decribed being "nearly completed". Several key systems and components were either missing, inoperable, poorly installed and NOWHERE NEAR working condition. All requests for final parts as promised or repairs promised by revolutions warranty were ignored or denied. rogoff and molera swear this was a one time occurance, and the car was delivered in such shape because of pressure from the customer. This turns out to be a lie. |

(Deemed to be caused by improperly designed battery monitor display which misled the customer to think the batteries were charged when in fact they were near fatal drainage) The customer reported "the car never went more than 10 miles after full recharge, never even close to the 90 mile range promised by Revolution, and in the second month now was only going 10 FEET PER CHARGE!) Revolution motors with jules rogoff and norm molera acting in concert collected money for this deal, ignored requests to repair the car and eventually this case was added to the investigation in 2010-2012 by ElectricCars.com and Southern California DMV. No refund or restitutions were made by Revolution motors. |

Around this time jules rogoff conveniently states "he retired" but was on the premises daily. During a meeting rogoff responded to a direct question by ElectricCars.com "are you retired" by saying "hell no I'm still in charge around here". This car was confiscated by Southern California DMV with Highway patrol present. Although Revolution claimed the car was completed and the reason for the delay was lack of final payment (the car was paid in full over a year prior) the car was found to be no more complete than when it was seen a year prior. It is ElectricCars.com opinion rogoff and molera never intended to deliver this car. It was also found out THIS CAR WAS SOLD AS MANY AS THREE TIMES TO DIFFERENT CUSTOMERS. (This is a felony crime in the State of California)

Witnessed jules rogoff's response to ElectricCars.com asking if he retired saying "hell no I'm still in charge around here!". This customer was told he needed to pay more than the standard deposit because the car was going to be completed and delivered in just "a couple months". Almost a year passed waiting while emails and phone calls were ignored. During the investigation by ElectricCars.com and Southern California DMV crime dept. rogoff later claimed he was retired prior to this order (although he remained on active on the premises). It was at this point ElectricCars.com was ignored by molera and rogoff and escalated the DMV crime investigation. rogoff at first responded concerning this order but shortly after began to ignore phone calls and emails. molera outright lied to investigators at this point saying he never received any orders, no deposits from ElectricCars.com customers (disproved by bank documents) molera then disappeared with no forwarding address in an attempt to escape civil actions. |

Onwer of ElectricCars.com. Bruce met with rogoff and molera on two occasions at the Revolution motors facility in SLO. He spent months coming to agreements concerning the relationship ElectricCars.com would have acting as a sales entity and representative of Revolution. When this situation escalated into a seemingly con he then spend hundred of hours over more than 3 years pursuing Revolution motors. Working with the assistance of San Luis Obispo Police, Disctrict Attorney and DMV Crime Investigation Dept. Revolution motors was put out of business. Revolution motors auto business license was found to be not properly certified to be authorized to act as a car manufacturer. Revolution motors was found to be acting unlawfully attempting to build vehicles. Revolution motors business was absolved and last reported bankrupt. It was eventually determined Revolution by mid 2010 was no longer a threat to the public. However, vicitims named here lost tens of thousands of dollars and the negative impact on the electric car industry was severe. |

Given the scope of the 2008-2012 economy crash SLO DMV determined that quote "So many businesses have failed, so many customers had lost deposits and money paid for items, that we will no longer be pursuing claims of fraud." They told us if we want to take Rogof and Molera to court we would have to cover the costs. Our attorney told us the cost to take these jokers to trial could be $30,000 to over $100,000 and there would be no guarantee of collecting a dime in damages even if we wont the case.
Speaking with our customers we all agreed the country is in bad shape and we all lost money because of the entire situation.
ElectricCars.com offered Rogoff and Molera a settlement of one-half of all monies paid to them to be returned to the customers and customer John Grace should at least have received the body of his car that was sitting in their storage. In return we would drop the case and remove all information of their wrongdoing from our website.
No respose was receieved. |

CASE UPDATE: Over the past 3 years ElectricCars.com has tried to obtain current locations of jules rogoff and norm molera. Both have vacated their business address and failed to provide Southern California DMV Crime Dept with an address. Some civil actions have now passed statute of limitations. At the direct suggestion of FBI, Police and DMV Crime ElectricCars.com will continue to expose this crime to the general public in hopes to protect all future victims (Several have notified us we saved them from falling into this trap)

CASE UPDATE JANUARY 2012: An anonymous witness finds molera doing business in Fresno, California. molera has posted a classifed ad under the name "norm norm" attempting to sell a car. This is a direct violation of stipulations set by San Luis Obispo DMV crime dept stating molera was to not conduct business in the automotive sales field. She states her daughter contacted molera concerning some matter and she feels "he's doing something shady" and searches for him on google and finds our notices. We find the ad seemingly posted by molera (unconfirmed) again trying to sell cars. Given his track record of taking deposits, ignoring phone calls, and not delivering cars we feel obligated to warn the Fresno DMV crime investigations dept of his relocation to their area. We also update San Luis Obispo DMV.
CASE UPDATE OCTOBER 2012: As for jules rogoff... his very convenient "retirement" apparently involves selling real estate. Doing a google.com search for "jules rogoff san luis obispo" several records show him as an active realtor for Century 21 Real Estate in San Luis Obispo. We find it questionable the California State Board of Realtors would grant rogoff a license given his involvement with such a situation. However, again we will state for the record all parties are presumed innocent until proven guilty in a court of law (see our terms below for full disclosure) The problem is when we attempted to bring rogoff and his partner molera to court they hid like rats.
Needless to say, if anyone real estate customers encounter problems dealing with rogoff we know about 10 people who will be glad to testify as star witnesses.
